My daughter is Dual citizen Canada-USA. Is she allowed to have 2 passports?

Yes, she can have a passport for each country.
It is important that she then use the Canadian Passport to enter Canada and the US passport to enter the U.S. Either passport can be used elsewhere in the world. However, if she is every searched, she will have to explain why she has two passports. Not a big deal, just a bit of a hassle is all.
