You can adopt through your local county social service agency by taking classes and being approved to adopt. This is free and you may receive some financial assistance during the process.
Most asian children are adopted overseas and this cost a lot of money, $10,000-$30,000 including paperwork, travel, etc.
Why an asian child? There are plenty of children in the US that need adoption and love. It is much cheaper this way. We can't all be Angelina Jolie or Madonna.

Asian children might be tough to adopt, due to a recently enacted law (see link).
We're going through an adoption from Guatemala, due to the lower restrictions.
Whatever country you wish to adopt from, be sure from the very start that you research the adoption agency.
Make sure that they are licensed in the state from which they operate from.
Make sure that there are no (or few) complaints about them.
Get a list of references from parents who have adopted from this agency.
The point is: you don't want to spend lots of $$$ and get nothing in return.
It could be awful if the agency was corrupt or they are not smart enough to deal with foreign countries who are corrupt.
Case in point:
We had some friends of ours who were to adopt from Russia.
They flew out (last month) to Moscow and came back empty-handed.
Seems there were some shady deals going on in the Russian side of the agency and the family was asked to give them an additional $10,000 (that is correct: ten-thousand-dollars) IN CASH, right then.
Well, they didn't have that kind of money on hand so they had to fly back to the USA WITHOUT a child.
KNOW who you are dealing with.
After you've found a good agency, get ready for a list of information you MUST provide.
Everything from your credit history, your criminal background, your family history will be under investigation.
Make sure you follow the instructions to the "T"...one mistake can delay or cancel the whole adoption procedure.
That is where we are, right now.
We've recently been fingerprinted by the Dept. of Homeland Security and are awaiting security clearance from both the US government and the Guatemala govt.

I don't know about other asian countries, but I've heard China is increasing their regulations about adoption.. you can't have any history of depression.. you can't have a facial deformity.. you can't be obese.. there are all sorts of things.. you'd think they wouldn't be so picky considering they have such a serious overpopulation problem.. I don't get it..

If you are single, you cant. China recently made some new rules. No single people can adopt anymore.

I have cousins who adopted a Korean child. I have no clue how you go about it though.

its all about money get in touch with your local adoption agency or do it in china just cash required over there no paperwork
