He's a guy, I'm a girl. He seems to have some sort of confidence issue but I've noticed he sorta opens up to me. How can I let him know he can talk to me and that I'm there? How can I bring him out of his shell?

People are generally hard to discern. Ofcourse people are going to tell you the "generalised" traits, however never take these as set in stone. Everyone is different.

They could be shy, or they could simply seem shy in front of you. They could be shy in one area of life and extremely good/confident in others. You just do not know.

Usually to get someone to open up, unfortunately if he does not take the initiative, you must if you want them to open up. However, this is not a guarantee. Some *again mentioned above, everyone is different* take quite alot of prodding to get thru to(that would be me!). I for example, am often completely oblivious to the "signs" everyone talkes about. I am not shy though. Well I can re-phrase that, I am only shy and "not" open with someone I like. Kinda Ironic eh?

Pulling him out won't work - trust me I've tried. What does work is to create an inviting and safe atmosphere when you're around him. Be patient, he will probably come out of his cave if he sees something better outside. (No pouncing once he does come out though, just gentle questions at most.)
