For Smart Cards, go to the vendor who sells you the cards & terminals.

For bits of printed plastic, use the software that came with the printer.

NB> If you actually want real Security, I suggest you consider the smart card route - it's too easy to take a digital photo of some-ones printed pass, edit the photo in PaintShopPro / PhotoShop and print it 1:1 size on a Photo Realistic printer.

Laminators cost about £20 in Woolworth's and bingo, you have you own brand new 'pass' ...
