I know how you feel. I had my car stolen and we had worked hard to pay for the vehicle; guess who lost, we did when we were only imbursed enough for another down payment.
To answer your question, people steal because they have no concern for others and because they feel they can get away with the stealing. I think that they should be forced to make some sort of financial restitution to the offended party.

There are many reasons why casual shoplifters steal. For teens, peer pressure can be a factor; they want to have the same expensive, stylish clothes they see their classmates wearing. Some people may also shoplift to prove that they fit in with friends who shoplift.
But many people who shoplift can't explain why they do it. They often have enough money in their pockets to pay for the items that they steal. Most shoplifters know that it's wrong and expect to be punished if they're caught. Shoplifting experts believe that these people are "acting out" by using shoplifting to relieve painful emotions, such as stress. Teens whose parents are going through a divorce, for example, may turn to shoplifting because of the feelings of loss they're going through. Others may use stealing as a way of getting back at someone, like a parent or a friend, who has hurt them. Shoplifters are also frequently bored or depressed. Experts at the National Association for Shoplifting Prevention say that teens also shoplift because they:
think the stores can afford the losses
think they won't get caught
don't know how to handle temptation when faced with things they want
feel peer pressure to shoplift
don't know how to work through feelings of anger, frustration, depression, unattractiveness, or lack of acceptance
Unfortunately, it's easy for shoplifting to become an addiction. Some shoplifters report that they feel a "high" when they get away with it — a surge of adrenaline that temporarily relieves any underlying emotional problems that may have prompted them to shoplift. So shoplifting becomes a habit that's hard to break.
Because a lot of people think they won't get caught when they shoplift, they don't understand what it can mean to their lives if they do. Stores and law enforcement officials take shoplifting very seriously. Some of the things that can happen to shoplifters are:
They may be arrested and paraded through a store in handcuffs.
They may be made to pay damages or even face charges for theft.
They may be banned from stores or malls.
Teens who have been arrested for shoplifting — especially if it's more than once — may end up with a criminal record, which can make it harder to get a job, get into college, or do the other things they want.
What to Do If You Suspect a Friend Is Shoplifting
It's not easy to confront a friend and ask about shoplifting. Try saying that you're concerned, and that you don't want your friend to get hurt in the long run. You could suggest possible resources to break the habit. And if your friend won't stop, be sure that you avoid shopping together. If your friend is caught shoplifting, you'll be under suspicion, too, and you may suffer some of the same consequences (like being banned from the store). Although this "guilt by association" may not be fair, it does happen.
If you are concerned about a friend — or if you have a problem with shoplifting — ask an adult you feel comfortable talking to for help finding shoplifting treatment programs in your community. (You probably know someone like a school counselor who will keep your conversation confidential and won't ask you to reveal your friend's name.)
Encourage your friend to get help for any underlying problems like depression that may be the source of the shoplifting problem. There are many resources available to help people who are going through emotional difficulties, including hotlines, local hospitals, and community health services.

1) They can't afford to but ir outright.

that's how they were brought up.... I've seen people steal what they dont need... others steal what they could afford like candies.... Its a behavior that wasn't corrected at the right time......
