very good Q!

1st remove all stuff from the room.
see now u have more space.
now, by cane furniture and fix it and some good wall-papers, how about some wine glass and beer mugs!
then a music syster with good wofurs and then light music to rock n roll kind of collections.

about lights the go for dim-lights and perhaps candles will also do.

You know, it's a tough call, it can cost what you want it to cost, depending on where you buy the materials. IKEA is a GREAT place to look for wood flooring (cheap) and for other things that could really spice up the place, and keep it budget friendly. DO your research of places that have what you want at low cost, like IKEA (hopefully you have one near you, if not a drive could be fun, you'll fall in love with the place). I dont want to put a price on it, but I think making a list of everything you want in there, and doing the research to find every piece you need to make it happen, it could round anywhere between 1,000-3,000 dollars, and cheaper than that if you are money-smart. Good luck, be money smart and you can have an amazing space for so little money!

if you want to know what it would cost go to your local lumber dealer get a quote tell them what you would want.
Then try watching some of these shows like HGTV or go to their site. You will find that creative side of you blossom. Then look out before you know it that room will be amazing . Good luck

I would checkout goodwill/salvation army stores, and yardsales.
You can make lamp shades and chinese lanterns. Rope lights or to make a cool backdrop drill holes in a piece of painted plywood then insert christmas lights. Use it on the ceiling as stars or as a back drop for a Karaoke corner etc. I also like beaded doorways or windows etc.
