"I just can't understand this guy. He says we should see him when we have trouble in his class. I can't see him before class becuase he comes in right when class begins. I can't see him after class because he runs out right afterwards. I can't see him during his office hourse because he doesn't show up. I don't think he cares about us at all."

Make the suggestion that your classmate put his request to meet with the professor/teacher in writing. State in the letter the days/times he showed up for office hours and the teacher/professor wasn't there. Ask for an appointment. He'll get it, trust me.

If this is regards to a teacher.....they cannot read minds...asking him/her right after class for an appointment to see them may help.
Teachers are busy trying to get ready for the next class and sometimes teach more than one class in different rooms.

Right before the bell rings .....raise your hand and say I need to talk to you after class, and if he doesn't stick around~ report him!
