Ear mites or skin mites? If you see bugs it's most likely fleas, mites are too small to see easily.

If it is mites, either ear or skin go with Revolution. Revolution is a topical liquid medication which is used for flea prevention, heartworm prevention, and the prevention and control of ear mites, sarcoptic mange, and American dog ticks. It is used once a month and is applied conveniently at one spot on the skin. It can be used for dogs and cats 6 weeks or older. This monthly topical application prevents heartworms while controlling fleas and ear mites.

If it's just fleas, Frontline is best and is a bit cheaper.

Both you have to get from the vet clinic, they cost a bit more than the junk at the grocery store, but work 100 times better. You will not have any bugs left on the dog after using these products.

You should be able to buy these over the counter at the vet without an appointment.

If you believe your dog has mites then he needs to be seen by a vet asap in order to ascertain which mites he has and therefore what medication is required. I wouldn't use a human based lice shampoo on a young puppy it could have dire consequences. If you want to keep them at bay until you can get to the vet try a tee tree oil shampoo.
