You have to give the person ample warning before engaging. Its just to get it engraved in their minds. The main reason why they have you say it is so that if there is media around, they can make sure that you are covered, that you warned the person they were going to get tased several times before actually doing so. Its more insurance.

They say it to alert the other officers on scene that it is being deployed so they can get the heck outta the way!
