She is not into you, but she is not direct enough to be honest about this, and she likes you well enough to continue a semi-friendship, but it will not develop into anything else.
Believe me.....I was that girl.
The excuses, lack of contact, etc. are because she is not mature enough to communicate her lack of interest in furthering a romantic relationship.

Hi, in your next email to her, mention that some other girl has being wanting to spend time with you, and that you told her that you needed to clear things up with your girlfriend, and ask your girlfriend what her thoughts are, what kind of boundaries does your girlfriend want you to live by while she is gone and ignoring you? Maybe mention that your hormones are running wild without her around and you don't know how long you can hold out against this other girl, maybe even ask your girlfriend if she knows this new (made up) girl, and ask if the made up girl would be any good for you?
Most of the other answers have got it right though, don't hold out any hope for a relationship with her, just get your mind into a frame of mind that it is her loss, you have good things to offer her, and she loses out when she loses you.

It sounds cliche (it is, actually), but whatever will be will be.
She knows where she stands with you, and she knows that you care. It could be that she realizes that this is not a good time, too much distance, somebody else, etc.
Come to think of it, wild horses couldn't keep someone away from you if THEY truly want to see YOU. Maybe you have your answer about her already right there..........
More importantly, here is what you need to do.
Take a page from HER book - Ease off on the contact (let her initiate them from now on). Start working/focusing on you, and your life plan (education, goals, dreams, etc.).
Soon enough, you will be more mature, stronger, and more confident. That way, if you meet up with her in the future, she will be the one chasing after you -and if not, you will find someone else even better suited for you.

She is most probably lonely and needs your company but at the same time, she is undecided if she wants to work further on your friendship. If you're not comfortable with the current arrangement, send her an email and cut the communications. Move on with you life. It is painful to stick with a relationship when you're unsure if its going to work.

Sounds like you should just continue being her friend, keeping her up to date on things, but dont get your hopes up on the relationship thing just now, to her she is in a whole other world and has alot to explore.
