A police officer can give another officer a citation for speeding. It does happen. Usually not within the same department though. I have seen officers from one department arrest someone from another agency.

A citizen cannot give a speeding citation to a police officer. What would they issue them? How would they pull them over? How would you verify speed? Why not just make a complaint to the department?

As for the officer doing 85, is it possible that he was responding to a call, or trying to catch a speeder up ahead? Lights and siren are not always used when driving over the speed limit, Some times you need to go fast to get somewhere without the bad guys seeing or hearing you. Not the safest thing to do, but it is done.

A talk with the supervisor would clear a lot of this up.

Why was the other officer speeding? Do you know? I have sped through another jurisdiction transporting a prisoner that was irate, that went into a diabetic spit during the transport so I sped to get to hospital. Thats the thing with civilians they want to automatically see every cop as corrupt and not actually look at the facts. Yes, it does happen where an idiot will just speed to speed, but in most cases there is a reason behind it.

Yes, police are not exempt, but within their own departments, they will give "officer courtesy", but many times with other departments some will issue and some will not. Not saying that "officer courtesy" is legal or moral, but many cops take care of each other within limits. But you do have the right to report this action, given you have all the detailed information, like times, dates, unit numbers and the others persons vehicle information, so all the facts fall into place.

Yes , another police officer can ticket another. The problem is that police take care of one another and actually believe they are exempt from tickets. If you want to place a officer under arrest you can but I would not recommend it. YOU WILL BE HARASSED FOR A LONG TIME! NOT PROPER PROCEEDURE BUT WILL HAPPEN!

If you look closely at the license plates of the police officers, its says "Excempt". Meaning they can do that, because you don't know why he's speeding. Not everytime he's after somebody, he needs to have the sirens or lights on.

Do you even know your state laws? Most states allow police vehicles to exceed the speed limit, even when they are not responding to a call. So before you pitch a fit and accuse police of covering each other, find out if they did anything wrong first.

you can report it, and sometimes they take action, but they do "police" themselves mostly, so very little would be done. They may give the officer a slap on the wrist, and if/when he rams into the mayors wifes mercedes he will probably be transferred to foot patrol.
