I generally give someone thumbs down if the question seems to lack empathy, or is just ignorant and arrogant. You can easily spot them and alot of them are in society and culture, religious section and in politics and news.
I have no problem with people disagreeing with me , in fact I love a good debate, as long as it doesn't involved character assassination, name calling and insidious innuendos.
Being positive doesn't mean ignoring the above, being positive is being proactive and trying to give information that is needed to expand the mind , when it seems to be really lacking.

I usually do, people are entitled to their opinions. I only give thumbs down when people are trying too hard to proselytize online, and when people give completely inane answers just for the sake of 2 points. We're here to ask questions and get answers, nothing more, nothing less.
