I agree with others, I would write it as to any other person. Someone can read and translate into sign language if the child is too young to read it.

Dont know what a widget letter is, but if the child can read braile, then go for it .or find a computer programe that may help you to communicate with the child, there are lots out there

Perhaps to avoid random rants about calling people dumb, it might be better to rephrase it as mute. Obviously, some people don't quite understand what you mean.

Ask the child's parents how to go about it, the child may not yet be able to read, so they are the best people to ask.

nobody is deaf and dumb there are only smart people you hearing and dumb person how do you like being called hearing and dumb? don't call deaf people that they are not dumb
