in the 1940's was there a prisoner of war camp here?

Could have been. They were scattered all over the country. Many POWs chose to stay here after the war and became model citizens.

This is a list of all the POW camps in PA. I couldn't find a specific one that named Bedford Springs.

check the dept of defense web site they will probably tell you but don't be surprised if they don't let you on
they may have used it for something else later
