I know, exactly what you mean. But its really harmless and will depend on who used it and how. Its the equvalent of the word "silly" often used friendly by the English people. So, the whole thing depends on who uses it.
I would use it with American friends and no body else.

It means nothing, and seems to be a part of the resurgance of the hippy culture from the 70's
