What is khirat ?

Good question, the right word is "quir'at", I would also like to know the answers, sister.
You have said khirat, may be you belong to Hyderabad Dakkan.

I think these two prayers fall in day time, when people close their business and come to pray, and the loud quir'at will take longer time. Allah has made for us easy and short to go back on our daily works or duties after praying with shorter time, than evening or early morning prayers.

to recite Holy Quran in low voice in Zuhar and Asr prayers is a tradition of Holy Prophet (Allah's Grace & Peace be upon Him) and it is incumbent for Muslim ummah
