Ultimately yes. Quite simply ships and bombers cannot occupy countries. You need men to do this. This has been shown as a US weakness in Iraq. They simply don't have ebnough troops to pacify the country.
Another example from history is Russia. Look how they fought back the Germans in WW2. It was a combination of military leadership (after Stalin withdrew from military decision making) and weight of numbers. Look how they occupied Eastern Europe after the war. This was done with men on the ground.

The size of the military does make a difference, but it doesnt always matter. There have been several cases where a much smaller army was able to defeat a larger and more advanced army. The main factors are the fortificatons, the supplies, the morale, and so on. For a great example look at the Yom Kippur War in 1973 where Israel took on Egypy, Syria, and Jordan. Israel was attacked on all fronts and after a few days, they not only beat all three countries, they gained more ground then what they begin with. Thats hardcore.

I go with Eng. It is how you employ the strategy with what you have that matters most. The bigger the army the more they will lose in a conflict because they are more exposed.

Not at all. all that matters now adays is stratagy and a huge arsenal.
US doesn't quite have a large army (for our size)
but we have jets, bombers, and subs like no other.
we also have multiple nuclear weapons
which i still dont' understand why we don't waste a few on Iraq

Large numbers gives options on a technologically superior but numerically inferior army. Just don't let them limp away to rebuild. Pursue and destroy their infrastructure afterwards.
