The "Mig 28s" (which do not exist) are F-5E and F Tigers (painted black), not Talons. The Navy does not have T-38s, nor are there any single-seat T-38s. The Top Gun aggressors in the film are the A-4 Skyhawk. The Navy pilots fly F-14 Tomcats.

F-5s were chosen by Top Gun as aggressors because of their similar capabilities to the Mig 21. They originally had 10 E-models and 3 F-models at Miramar NAS. I believe those aircraft are currently in use as aggressors by Navy Reserve trainers.

In a similarly bad vein, the sequel to Iron Eagle used F-4s as Russian Mig-29s (not even close).

Maverick fly in F-14 "Tomcat"
The enemy airplanes, the black ones, in the film are called MiG-28, however a wrong name because all MiGs have uneven numbers, MiG-15,17,19,21,23,25,27,29,31.... These black planes are actually T-38 "Talon", a training version of the family of F-5 used also by NASA.
The small airplanes used as agressors in the training missions in Miramar are A-4 "Skyhawk".

The planes that Maverick "shot down" in Top Gun were supposed to be Russian MIGS. In reality they were Northrop T-38 Talon's painted to look like Russian Aircraft. I suppose it was difficult for the movie studios to obtain actual Soviet aircraft at the time.

And the aircraft flown by "Viper, "Jester" and co are the A-4 Skyhawk.

No. In the movie the "other side's" airplanes were called MiGs, but in fact they were F-5's with red stars painted on them.
