that is the total work of the government in your country, however your church could help on the campaign program by any means and not only on financial matters. Request your civil government to act on your very good awareness program for HIV AIDS

I have a simple solution that costs nothing
MEN & WOMEN SHOULD ABSTAIN FROM ANY SEXUAL RELATIONS UNTIL MARRIAGE, ONCE MARRIED THEY SHOULD REMAIN FAITHFUL TO THIER PARTNERS.
If people just controlled thier hormones & stop acting like animals everytime they see an attractive gender , we would not have sexauly transmitted diseases.
The solution is not in modern medicine & education, The solution is that people need to live thier lives with good old fashioned moral values. Really todays society is deteriorating because everyone wants to abandon thier morals & values.
Abstainance will solve many problems that the world faces today - overpopulation, abortion, Abandoned kids, Teenage pregnancies, sexually transmitted diseases , Innocence of children will be regained. there is so many others.
You dont need education to abstain from sex until marriage , all you need is common sence & morals

HIV was sent by God to punish siners the fundies explain. Preventing it goes against God's will then...
That's one of the reason that the church is against condom use thus participating directly in the contamination and death of millions.
