How old is he? It is best to have him fixed as early as you can if you aren't planning to breed him. Make sure to provide at least 30 mins walk everyday and he must not walk in front of you in any occassions. You have to provide discipline, exercise, and then affection. Dogs will behavior much better if they know you are the pack leader. You should not feel nervous and avoid any dogs that you see on the street, dogs can sense the fear of human and he might feel that you are insecure and need protection.
Allows your dog to sniff the other dogs, turn his belly up and make him stay until he is completely relaxed anytime when he did something bad. Also, have direct eye contact and don't laugh or think it is funny when your dog misbehave.

If he hasn't been fixed yet, you need to do that right away. It will help calm him down immensely. Don't go back to that vet if she actually told you to let him have sex. That is an awful idea and I can't imagine a well trained vet suggesting it. Your male seems to be trying to establish dominance over everyone he meets. You need to establish that you are in charge. If he is aggressive towards another dog place him on his back and let the other dog come over. Being on his back is a submissive position. It says that you are in charge and he is not allowed to attack other dogs. Good training and neutering should break him of the habit soon enough.

Whoa, that's an incredibly irresponsible thing for your vet to suggest. Having your dog *neutered* will calm him and especially since he's agressive that's what you'd want to do. Dogs with aggression problems should never, ever be bred.
Neutering is not a substitute for good training. Taking a class with a good trainer will help you to learn how to teach your dog. This is a gradual process that you'll need patience for. Here's a link to find a trainer:

Allowing your dog to mate could make his aggression considerably worse. You need to find out what is the cause of his aggression. Is he frightened. I would strongly recommend seeking out a behaviour therapist and asking them to go through a desensitisation program with you.
