...your question is far to ambusious... The phone book... ! The computer...buy into a "people search" company.... skip tracing is an art that is developed by "contacts" and networking...

Bank records such as ATM transactions will give you an idea what city they are in....the BEST is GPS on a cell phone. GETTING a GPS track is a different story.
