Besides hardness in the water, you may want to check to make sure the water is not very acidic because acidic water can eat through copper. Also make sure that there are not any electrical grounding issues with the plumbing or electricity because a faulty ground can eat up copper too. If the water truly is hard without the other issues I mentioned, get a water softener.

Try inserting a sacrificial anode into your water heater.

Most of the corrosion is caused by ions in the water reacting with the copper. Most modern water heaters contain an anode that is placed into the tank which is more reactive than the tubing. eventually this anode is completely corroded and will need to be replaced but it protects the other components.

How about putting a complete home water filtration system in line before the water heater. That would definately solve your problem plus the bonus would be clean water from all sources in your home. Shower, sink, laundry. I am not a salesman and I do not own a water filtration system. I have just read about them and they sound pretty cool. Good luck.

Try using stainless steel water heaters, if you can find then in your area.
