Your answer is quite broad, but perhaps I can help.

People have instincts and much of our value system was spurred by those instincts. We are a congretory animal. We tend to function in groups. Therefore, there are implicit group rules that we follow. Group think causes us to be compassionate towards those in the group and wary of those outside the group. You see that in everything from religion to sports fans, these days.

However, evolution changes slowly. Societies evolve at a much faster rate. We can see throughout history many types of societies with many types of value systems. They all compete. They compete to stay cohesive within themselves and interact with other societies. Some rules common to various societies, such as "Killing each other is bad", come from such competition. For example, societies that don't think killing each other is bad have a harder time keeping themselves together. Also, killing in one's own group goes against our instincts.

We are still evolving. For example, in Biblical times, women were thought of mostly as property. That's why virginity was so prized. Unused product was more valuable. It was a highly patriarchal society. Men ruled and women followed. Women didn't get the right to participate in government until fairly recently. Around the world, it's only been in the last 100 years or so that women have been given the right to vote in most countries. However, there are still some holdover values propagated by religion from those primitive patriarchal times. Even in this day, there are people who look down on women working or making decisions in the household or government.

So, we've evolved a lot, both biologically and societal. However, we still have a long way to go.
