Rifles I'm not sure about as there is a problem with the chambering. You'd probably have to swap out barrels, but revolvers... Sure. The Ruger Single Six comes to mind. This is a 'convertible' revolver available with two cylinders. One is for .22 Long Rifle, Long and Short. The other cylinder is for .22 Magnum.
I owned one of these with the six inch barrel and it was quite a shooter. Now I have an 'old' Vaquero in .38-40 with the extra cylinder for .40S&W. The concept works quite well and Ruger has it worked out to where the conversion is flawless.

No, I don't think so. In some SINGLE shot rifles, you can shoot both short and long rifle, but not magnum. I would stick with the Ruger 10/22 in LR for an all purpose plinker and decent hunting rifle.

No, the simple reason being the difference in chamber width (not just length).
The Magnum requires a slightly wider chamber than the 22L,S,LR. If you fire a 22LR in a 22MAG the case will expand making extraction difficult and the case may split, letting the gasses out and taking velocity away from the bullet.

In a technical sense, yes. In reality, no. A Thompson/Center Contender Carbine can shoot both types of ammo. However, the trick is, you must change out the barrels before attempting to change ammunition. This is easily accomplished by removing the forearm, pushing out the pivot pin, replacing the barrel, replacing the pivot pin, and re-attaching the forearm. This process takes only a couple of minutes.

No, because you would need two seperate chambers, and only A single-action revolver with two cylinders lets you do this (ex:Ruger Single-Six).
Even .22 double-action revolvers are exclusively .22lr or .22WMR, not both. Rifles are the most restrictive when it comes to chambering more than one type of shell.

if you buy a 22 mag rifle, you will be able to shoot 22lr, but not the other way around.
