I booked for a training course but missed attending it because I could not raise the fee on time (having just started working, new in UK and bereaved at the same time) The Institute here in UK invoked a full penalty on me and forced me to pay the full amount totallng about 700GBP for nothing(not even a receipt!) thru threats and harassment. I feel cheated for having to be forced to pay the complete fee - the penalty should have been a % of the fee. The reason why I could not was that I lacked the means at that time(poverty) It does not make sense losing this amount just for being too poor to pay the original fee! Is there any way I could seek redress?

If you gave them notice that you were not attending, then they could possibly have got someone to fill your place. In that case i would expect you to get some refund. If you just didn't turn up without telling them then i would expect you to pay the full fee
