They can, but generally there are two main requirements to satisfy.
The first being -- will the Mexican citizen take up an American citizens job? This means, that lowly skilled labour jobs will not be supplied visas too easily, because there are people in the USA, that are there legally already, that could take up these jobs. If the Mexican has studied and become a Chartered Accountant, or a Financial analyst, or a Medical professional... ETC, they are concidered highly skilled migrants, and will get a VISA easily. Simply because there arent that many of these highly skilled people about, and any country in the world, is always desperate for more of them.
Furthermore, will the Mexican be able to support himself free from government funds. He is, afterall, not an American, and until he has made put enough back into the American society, and is granted perminant residency, or citizenship, he cannot have access to public funds to support himself.
Those are the core requirements that all VISA applications, for all countries, revolve around. Most western countries have 'HIghly skilled migrant programmes' to brain-drain the skills out of the poorer countries anyhow.

This has got to be a trick question or you fatdadslim (?) have zero knowledge of or have ever discussed immigration to the USA with other Mexicans.
To reiterate what 10MM told you...yes Mexican can immigrate to the US legally. You must however apply, go thorough the INS procedures do volumes of paper work, wait for several months...typically...and then possibly, eventually to may be granted a visa. Or you may ever be given permission to immigrate to the USA.

There are more legal immigrants from Mexico than from any other country, year after year.
Because so many 'overstay' visas and so many already come legally through family preferences, it is not very easy for poor to come. Our diversity lottery is for those countries we have few immigrants from.
However, we definitely subsidize more poor from Mexico than from all other countries put together, legally and illegally.
