in order to tone up legs you need to do leg exercise such as, leg press, squat, and calf raise.

Jogging is the best exercise to reduce your body mass. Don't start jogging rite from day one, else you may end up with body pain. Start with a brisk walk first and then jog the next day. Again, keep in mind to jog only as far as you feel comfortable. Don't over-do it. Keep a target everyday and increase it a little more the next day.
Also, you can lie on your back and roll to your left and back to your right. This reduces mass around the bottom.
Please Note:- Don't cut down on eating to a starvation point as that can add to obesity.

Jogging, stairs, stairclimber machine, bicycle. How about just sitting up against the wall with your thighs parallel to the floor.

For a firm bubble butt, jogging is the way to go.

Walking and biking have been the best for me.
Squats are good too.
