Yes. Mexico would be afraid that someone is encrouching on their territory. Besides its not appropriate to target Moonshadow that way. It is OK it mixes with what is already in the canal and washes into the pacific ocean near Imperial Beach. That is why the beach was closed 189 days last year.....
