When I Download any Software and try to Install my download I recieve this message:
Windows cannot access the specified device,path,,or file. You may not have the appropriate premissions the access the item.
Can You help me PLS.

You don't have permissions to install the program. Perhaps your on a network or like. Ask your network admin.

Primarily because your authority is limited. If you have access to a administrator's account you have unlimited authority. But it appears your account has limits and therefore you cannot download anything. Just adjust the settings in the User Accounts in the Control Panel to gain the leverage you like.

u dont have right to install any software.i think ur computer is a part of any domain or some network. if not then u r not login as a administrator of ur local pc. logon ur computer as a administrator of ur computer or a domain in which is configured on ur computer. until ur user is not a member of administrator and if u dont have any administator password u can't install any thing. if you are in access protected login you cant do that
go to control panel and then users
and chk for your controls to install..
give your user account as an admin account
then you can install

either u dont have admin rights or
your os is on a different partition than C\ and your nor finding the setup file
