Those who follow the golden rule do so for some or all the following reasons;
-because they have high standards of behaviour
-because they are ethical
-because they are considerate towards others
-because they have a strong notion of what is right and fair
-because they hope to reach a state of sanctity that will give them entry in paradise if they are religious.
Those that don't generally may not do so because they
- are not bothered to follow rules
- put themselves as first priority
- have not been brought up to that way of thinking
- have no ideals
- are not religiously inclined.
Of course none of these are inclusive or exclusive. There are many people who follow the golden rule who are not religious and vice-versa. Strictly speaking the golden rule is Christianity's highest precept, but since good , right, kindness etc...exist as ideals in themselves, they are shared by other religions and by people who do not believe in any God, but in the values for themselves.

I can give *one* reason for each|
People follow the golden rule if they see the other person as another self, with the same desire for well being and justice that they have, with a respecting of that, and even making sacrifices to ensure the other's well-being and what is truly good for them| That is the proper definition of love|
People don't follow the golden rule if they see only themselves as important or real, and all others are viewed as mere means to their own ambition, profit, or pleasure| Such people are willing to hurt another in any way or inflict any injustice on another, to gain for themselves|
That constitutes the *two* fundamental possible orientations that the human will can have towards other people and reality in general.

Believe it or not, most of us have no idea which is the golden rule for you.
I suspect it's probably either 1. live your life according to your community's & family's expectations & have 2.6 children
2. when courting someone it is important for the female to show only very little emotion or appreciation and for the man to take it slow but be firm & brave when you do make an advance,
or 3 treat others as you want to be treated.
They follow it because ...
1. they want to please their peers
2. it's a tried and tested successful approach
3. it is reciprocal and ethical and makes you feel good about yourself
They don't always follow it because ...
1. sometimes ones own immediate needs & wants prevail
2. sometimes ones own immediate needs & wants prevail
(plus sometimes the direct & honest approach makes more sense to you, you get impatient or the other way has failed for you)
3. sometimes ones own immediate needs & wants prevail

People choose to follow it at different times and in different situations. I dont think it's possible to specify.
