that is becos carb is more easy to burn that fat...so our body opts to burn readily available carb 1st and as fat is normally stored for emergency, it is not tapped in to be used..as u might know, fat is actually extra carb that was not burned...so as there are carb to be burned it will be burned and the body will ask for more when its time to burn...and when there's excess of carb it will turn into fat...so fat people have to eat less carb so the fat can be used...

This is a guess, but...

Under the circumstances in which people evolved food sources weren't stable enough to allow people to get fat. A mechanism that would have caused fat people to stop eating as much wouldn't have evolved because a circumstance didn't arise where such a mechanism would give a survival advantage to anyone.
