she's probably been wondering WHEN you would finally ask her out. three weeks is a long time talking to a person - trust, eventually she'll start wondering if you even like her, or if you just like her because she's giving you what you want.
point blank - ask her soon. :] and make it really romantic.

No, be honest with her and if the girl says yeah, go for it. If not, ask her again relatively soon afterwards.

wait. if you've been dating her, didn't you already ask her out?
just tell her you would like to take her to dinner or whatever it was you had planned. i'm sure she's been whining to all her girlfriends for weeks that you haven't asked her out on a proper date.

if you two have been kissing and whatnot, then you are late. you should've asked her out a LOOOOOOOOOOONG time ago. it's obvious that you two like each other so I'm sure she would love to go out with you.
