Depends a bit on where you are and how fancy you want the "finishing" to be. Do you also want a bathroom down there? Also, do you plan to hire all the work done or do some/all of it yourself? Will heating & cooling be required? Are there any special local restrictions?

Assuming no bathroom but a nice basic job of finishing, hiring it all done and INCLUDING floor coverings and painting, you should expect to pay at least $30 per square foot, which in this case would be $15,000.

I know someone who is finishing a basement into a complete basement apartment. The quote they got was $100 per square foot, including everything.

I recently gave a bid to insulate, drywall and paint 1100 square feet of a basement. This included a installing a few doors and partition walls. I bid the job at $7200. The economy is really slacking in my area, so I bid low trying to get the work. The same job could easily go for $12,000.
