How do we word a letter/email so we can pass on our voting rights legally?

Ask the secretary at the group/organisation hosting the meeting? I think there are different rules at different meetings, it'll also depend on how formal the meeting is... a small local group may have a very different procedure than a large business.

This is called a Proxy Vote. You have to write a letter assigning a person as your legal Proxy, specifically giving them the power to vote in your place.

I, John Doe, assign John Smith as my legal Voting Proxy, endowing him with the power to vote at This Place at This Time, in my place. The vote he casts shall be my vote.

The more detailed you make it, the better. You should also waive any right to recind your vote once it is cast. Include the specific issue on which you are voting, if possible. If possible, get a witness to your signature, preferrably from one who is also voting or who will be attending the meeting.

What you're talking about is considered a proxy. You can put it in writing and have it notarized by a notary.

Sheriam is right. Different groups will have different rules/bylaws about how or if this can be done.
