Everyone is responsible but lawmakers particularly as their action or inaction in formulating regulations is very important.
Developed nations also have particular responsibility as their greenhouse emissions are high. Developed nations also have a responsibility to help developing nations with technology for minimising emissions so that too much of a brake is not put on their development.

The U.S. and the EU together make up 45% of the world's greenhouse gas budget - per capita it's worse. Developed nations are far in excess of developing nations. E.g. the US emits 24 tons per person, compared to a mere 3 for China. However, it's clear that globally, China is a huge contributor - 15% by itself. This puts it at a mere half of the US, but it is still significant. Any effort to stop global warming MUST include developing nations. The responsibility should be proportionate with the amount of emissions, not with your status as a developing or developed nation. We can't really afford to screw around, here.
To take it down to a personal level - individuals are as responsible as governments and corporations. Much of the energy consumed in this country is consumed in the form of transportation fuel - people driving around. Thus the choices of individual American consumers have a huge collective impact on the world. All of us have to act, not just wait around for some government edict to save us.

Everyone is responsible in helping to reduce the greenhouse gas emissions. A simple way to help would be reduce wastage and recycle whatever that can be recycled. This will help to reduce greenhouse gas produced when the rubbish is incincerated

SInce the USA is the biggest producer of CO2 by far it is largely up to us to lead to set an example as well. But we have a very long way to go. We must ban gas guzzling SUVs for one thing. And we must build millions of more wind power turbines to get us out of this horrific mess we have created. If we dont the USA will be held responsible for destroying the world.

it is the great conglomerates and the government,we are all in a small way resposible,but the government and the main figures should discuss and sort it out.they do have discussions on the matter,then it all comes down to dollar and very little happens,except broken promises

According to KYOTO agreement diffrent countries have to reduce production of dangrous gases.but unfortunately USA as the biggest producer of these gases is not member of this agreement. I think all the countries have to participate in order to stop this lethal process. because enviroment belongs to all of us.
