It is a piece of software written by Microsoft, originally in MSDOS, used to check the integrity of a hard drive. Its full name is MSCHDSK.EXE. It looks at each sector on the drive, checking that it can be erased and written to successfully. It tends to stop anything else running when it is in operation. Also, it is sensible not to change anything on the hard drive while it is operating, as it will then start again at the beginning! With today's hard drive sizes, it could be a long job checking the whole drive.
