Because it is an onomatopoeia (in the English language). Just like "bark" or "woof" for a dog or "meow" for a cat.
They have different ways of describing laughter (or animal noises) in other languages. For example, a dog barking in Japanese is "wan wan" and a cat is "nyah" (or so they said in my Japanese classes long ago).

as many people allready said..& i agree to those answes...its simple, when one laughs it sounds like-"ha ha ha "and hence it has been referred to laughter..
as some times i use"hi..hi..hi.." for female laughter sound..:)

when some people in south Asia (India,pakistan,bangladesh) starts laughing the sound comes from them ha ha ha or ho ho ho...like lion's sound called "roar"..Desi people called laugh- "ha ha ha"..hope u understand now.
