I'm that way when I really like a guy. But what u should do ( if u like her too) is ask her out and tell her she shouldn't feel nervous make her feel like she's important and that might help her to loosen up a little.
Tell her she's cute and that u really like her, tell her it's cute that she's blushes tell her she has a pretty smile and she shouldn't feel she has to blush or look away because it makes it hard for u to see her pretty eyes and smile. Tell her she has a nice voice but it's would be better to really hear how nice it is if she wouldn't stutter =-)
Just make her feel comfortable and she'll come around.

It could mean that, but why play the guessing game? Why not just ask her out? If she declines don't take it to heart :)
Nothing ventured... nothing gained!
Rejection isn't the end of the world my friend, & you never know... she might just say yes!
