The university states the following:

"All incoming students receive a merit-based award, regardless of need. This includes a fellowship for tuition and health fees, as well as a stipend for living expenses ($31,000 in 2006-2007), for up to four years."

Could you explain this to me? Seems too good to be true?

Merit based means you get a scholarship based on your grades or test scores. That sounds like a good deal, maybe too good to be true. My merit scholarship is half tuition and that is pretty generous, so I would make sure to research it!
