I Attend a local Community College. Our Instructor is underqualified. He is still new at this and tonight he made out our first test this week. From the looks of things nobody was prepared for this test. His abilities to instruct are lackluster at best. Who do I complain to and what can be done about his incompetence?

The Dean of that section of the college will be able to help you resolve the problem. I have been through this a couple times, and it happens every so often. Don't dispair, and don't quit. Fighting your way through this will give you skills you will need many times over in life. There are incompetent folks in lots of places, and we all have to deal with them. Good luck.

If there is an issue with the instruction, I think you should go to the professor and tell him that you are having trouble grasping the content of his class, and ask him if there is a way that he would recommend preparing better for his tests.
If this still does not work, you should speak with the head of the department. Let him/her know that there has been a problem.
I agree that if there is a general opinion of this guy throughout the class that you should all speak up.

Unfortunately, everyone has had at least one bad instructor, and unfortunately you will probably have to endure it for the term. You have the right to write a very honest and critical evaluation when the term is over. You may also go to the Head of the Department and discuss your issues about this teacher. Also encourage your peers to do the same. And remember, he is new, so hopefully he is learning from this experience as well.
