It should.
It's been tried and would make it so that there would be no jail time (though probably fines) for very small amounts of marijuana - like the amount of 1 joint or something.
There are alot of kids that get thrown into jail for smoking and getting caught. They are non violent, hold down normal jobs, and otherwise would buy it legally if possible.

It means they don't make it a criminal act if you are caught (up to a certain amount) with the marijuana on you. It would be like getting a speeding ticket, but it's still not legal.

It means it's irrelevant...The criminal penalties for marijuana related crimes were already so minor, and it is still a federal offense. So it is still against federal law to possess, use, etc. marijuana. So don't get too excited tiger.

It doesn't make it exactly legal but it is not a felony. It's probably some sort of misdemeanor now, but it is still not legal.
