Have him build a boat (use half an old plastic bottle). Attach a propeller which can be wound up using an elastic band. Once released, the propeller will turn and move the boat forward.

Something like Bey Blades...they were those tops that were popular back about 5 years ago that had a rip cord and spun off each other.
