It is not easy. There are laws protecting this information, records are sealed for 50 years (I think, I do not remember well now, but it is for a long time) and they are only available to relatives. I would check the social security death index online, to confirm when this gentleman died and then, your friend, through a relative in USA (I don't know if he resides in China or here) can order the death certificate. It all depends on what you are looking for. Here is the link to the social security database:
