it is a natural defense mechanism. when people used to sleep outdoors on the ground or in the fields, etc. and bugs and creepy crawlies would get on you it would startle you and alert you, etc.

Its evolutionary. In Africa there are many types of dangerous insects such as blowflies that lay eggs on the skin. The larva hatch immediately and eat through the skin so the skin is extremely sensitive to this. The urge to scratch is irresistable - the side effect is what is called being ticklish.

sensitivity of the extremities like the feet have something to do with that. A "nervous" reaction, sometimes pleasnt, sometimes maddingly so.
