My father is eligible to be buried at the Arlington National Cemetary. However, he wanted his ashes to be scattered? Does the cemetary allow the scattering of ashes?

I don't know whether Arlington allows the scattering of ashes, but they do bury cremated remains on the cemetery.

Your best bet would be to phone the Interment Services Branch (the people responsible for setting up funerals) and ask them about this. They can be reached via phone at (703) 607-8585. They are the ones who will be able to give you a yes or no answer in regards to this.

Personally, I don't see why they would not allow you to do it.

If he specifically wanted his ashes to be spread there, so be it. Don't ask, just do it. This does not disrespect the cemetary in my opinion.
