I don't think the Bible said to give 10%.
Yes, there are poor people who I would not see everyday; but someone else would, and could help.
If I give money to an NGO, maybe that money will go to someone who doesn't need help. If I take that family out to eat on my own, or have them over for dinner, then I know they're fed. And with food in their stomach they will have energy to work or find work.
"where would these organizations get funds to operate?" Do they need to operate? If everybody's helped one-by-one, then they have no need to fill.
"the likelihood of people from my community actually getting over there to help one-on-one is slim at best." But maybe the people in Madagascar can get there. And instead of you traveling all that way before the helping even actually begins, you can make 100 trips to your locals who need help as well. Then they help others, who help others.
Decent answers, everyone. Thanks; but I remain unconvinced.

Not necessarily. I think that all depends on the program of the NGO. Sometimes, one on one, you can only give a few coins to a person in need. If you put the money towards the program of an NGO, you may be helping the big picture (as long as they have capable workers,and again, it is a good program). If you are in need and I buy you lunch, it is nice, of course, but it would be better if I can get you a job and let you go back on your feet. I don't know if I am explaining myself well. You can give me a few coins to buy some cough syrup while maybe the organizations are using the funds to maintain a small hospital. That does not mean that we should not act like human beings out there too, every kind hand helps :).

It depends. Some people want to help but aren't able to do the face to face bit. Also, some organizations (like mine) are working to help the poor in Tanzania, so the likelihood of people from my community actually getting over there to help one-on-one is slim at best. However, they feel great when I return from trips with pictures to show the children we have helped and other projects accomplished.

where would these organizations get funds to operate? some are not for profit but also dont get money from the government, so they rely strictly on donations.
people should do collections AND help people one on one it creates a balance

No, the Bible say that we are supposed to tithe 10%. Giving money to those who need it is only one way of being helpful.
