like in some pictures, only roses are red.. or like a little kids cheek and hat are a color and the rest of the picture is grey...

photoshop is ideal for stuff like that.
There are a couple ways to do it the easiest way would be to convert the image to grayscale then change the layer setting to "multiply" Then create a layer below the initial one and use flat colors to color in the areas you want.
It will create more exaduarated colors then just converting the area around the roses to grayscale.

There are a number of programs that can do that. Generally, the technique is to "select" the areas you want to remain colored, reverse the selection to have everything else selected instead, then call some function that will convert the selected areas to greyscale. Voila!

The exact tools & steps will vary with the program.
