crate train him. meaning you get a crate, and put him in there 24/7. meaning he eats, sleeps, whatever in there. take him out every couple hours (depending on how old he is, there should be a certain amount of time hes able to hold it) to let him outside to go to the bathroom. when hes done give him a treat and put him back in the crate. if he pees in his crate, he'll have to pay by sitting in his own pee. it sucks for a little while cause you dont get much time with him, but it doesnt take long at all and it will be worth it.

If it is snowing, maybe train him to go to the bathroom in a box inside first. What you should do is, but the dog in the same room as the box and but stuffing into the box and maybe a treat or two. Then, if he goes pee in there, give him a treat! If he doesn't, say bad dog and point to the pee and then the box. Put the dog then into the box. Keep doing this, and eventually he will get it. Then take him out of the room. Now this time it will take less long for him to understand that you want him to pee in the box! Then when it stops snowing, move the box outside, and then every now and again take the box away, hopefully he will go were it was, outside. Keep doing this and eventually take the box away for good. Every time he goes inside after that say bad dog, for a little while give him treats when he goes outside! Hope this helped!

Sorry, this is not an easy problem to fix.
These are the reasons...
1. Your puppy won't go outside, because its still yound and its well... cold.
2. It would be mean to make it go outside.
BUT!
You can always buy potty training pads. They soak up all the pee and reduce odor. Newspaper always works.
After the winter and they grow bigger, you can take the newspaper outside if you h ave trained it correctly to pee on the newspaper or pad.
Ways to train them...
1. Place them on the newspaper if they are about to go potty.
2. Cover the whole area that the puppy usually lives in.
They will probably get used to or comfortable with the newspaper.
So like I said place the newspaper outside (in a desognated area) after the winter and after a while remove the newspaper and they will hopefully potty there.\

The first thing you need to do is get a crate for your dog. And to keep it on leash at all times, even when you take it outside for potty. You need to give your dog an understanding that peeing in the house is entirely not acceptable. Do NOT rub its nose in it. In fact ignore the accident and take the dog outside and wait until it pees to bring it back in. Be consistent. When you don't have time to be watching the dog, it needs to be in the crate. Take the dog outside after eating and three hours after eating to get it in the habit of peeing outside. If your dog squats or lifts its leg inside: Lift it by its cheeks and look at it in the eyes and say "stop it", then take it outside where you want it to pee.
It works. And it does not break there spirit. And they will not only love you but RESPECT you.

7) Command training: It is possible to train dogs to follow commands. These commands include 'sit', 'attack', and 'fetch', among others. This requires patience and there are various techniques of dog training that can be used to achieve this such as giving rewards.

Yup, it's easy, take him outside every 20-30 minutes and tell him to pee, when he does, cheer, and tell him how good he is and give him a treat. In the house tie a bell to the door, and when you open the door for any reason at all, ring the bell. When he comes along and even accidently rings the bell, open the door and let him out. He'll quickly learn to ring the bell to let you know he needs to go out. You absolutely have to let him out every single time you hear that bell ring so he knows he can rely on you and trust you to be there to let him out. It's his way of communicating, you won't need to wonder if a bark means he wants out or having him develop an inappropriate way of telling you he needs to go out.

It's harder to house train those little Toy dogs in the winter. If you put him in the snow he will disappear & also, their little paw pads can FREEZE & it can be very painful.If you have a covered porch or an area free of snow, put him down & STAY out there with him for a few moments & tell him "hurry up" or "do your job" & make a big thing out of it if he 'goes"! Then, bring him inside, & reward him with a treat or fave toy! Have a nice big crate or puppy pen with enough room for him to move around in & try to have him near the family activity. It works with my Chihuahua, & he's a happy boy!!

When it was still cold here, the only way my puppy would pee outside, was if I put a sweater and puppy booties on her. She was too cold otherwise!
For other times, also have puppy training pads available in the house and confine your pup to one area (half a room) when you are not actively playing with him/her. Make sure to reward the pup in all situations that he/she does good!

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

cold and small pets don't mix too well, and crate training keeping them in there 24/7 is cruel. Get puppy pads and place it on the pad when it potties, place the poo on it and let it know that it is suppose to go on the pad.
When it does potty on it praise and give treats, it will learn. Better than confining it to a small crate for hours on end and not getting exercise and stepping in it's own urin and poo
