Hand signals can always be used when signals are not working properly, but should be used in caution.
If something is not working on your car, using a hand signal doesn't get you out of a ticket. An officer can still write a ticket for equipment that is not working.
Also, don't try things like that on a highway or Interstate, where a truck could shave your arm off. Get the lights fixed and stay off highways and Interstates until you do.

This varies by state and while still acceptable to do so, keep in mind that many other motorists might not have a clue as to what you are doing. If you lights are not working, you can and will probably expect a ticket and potentially be liable for faulty equipment in the event of an accident.
Obviously Commercial vehicles are excluded from this.... Motorcycles use hand signals quite often, yet the driver is highly visible and following motorists can see their body language and gauge what they are doing.... also on a motorcycle, they can move quickly out of the way if someone doesn't realize that they are turning or stopping.

I has an elusive electrical issue with my turn signals that 3 different mechanics (including a dealer) were unable to fix! So of course I had a cop behind me one evening when approaching my street. I used the hand signal and he pulled me over. He didn't even see the signal but luckily believed me and I got a verbal warning. (Luckily the 4th mechanic found the problem. A short in the emergency flasher button wiring, of all things!)

Yes, but you can also get a ticket if your lights are not working. Here the law only requires a car to have one red light on the back and a white light to show your license plate at night. However it also says all the lights the vehicle was equipped with must be in working order.

You should know the hand signals even if you have blinkers, since they can crap out at any time. Most driver's manuals have pictures of the left, right and stop hand signals.

No, the rules change so often. They tell you, you have to have both hands on the starring wheel. And if they see you are using your hands to make a turn, that Will automatically give them a reason to pull you over because the police can give you a repair order, because your blinkers are not on. So no matter what you do, you are braking the law :(
