With a any graphics design program. Photoshop has a File > Save for Web ... option that lets you tweak the dimensions and compression rate, and see the result and file size before your eyes. But ANY program will let you save a compressed jpeg.

to reduce the size of the jpeg image open it in windows paint program
start > All programs > Accessories > Paint
Click on image >stretch skew ( give a number smaller, say 5, 5 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.

It's very simple. You can click on the right button of the mouse and go to edit. After the program for editing the picture will be opened you can find the re-size or compress picture button. In this way you can set the size you want. Hope will help you :-)

If u hav photoshop, open the file in it. Goto File>Save as. Select file type as jpeg and click save. Photoshop will ask for the file size. Choose a minimum size and clik ok. U're done

You need to re-size the image. Usually under "image" at the top of the screen.

Download and intall picasa from http://picasa.google.com/
Locate the file and click on the export button. have it reduce the file to 640 pixels and it should be about the right size.

I dono know this is what i do some times.....
I know i'm real cheap
I just post it on a msn picture place any one then go t it and copy it from there..... it's almost like googling something and then copying a image..... it may work
